Older Pokemon that should get new evolutions

Well, as you may notice, power in the Pokemon metagame is severely imbalanced. Fully evolved pokemon like Togekiss are beating the crap out of everything. Meanwhile, other fully evolved pokemon such as Magcargo are sitting in NU, waiting for a single use. Now, if these pokemon were to receive evolutions, they could be kicking ass like Togekiss does!

Post examples of evolutions, the stat increases, typing, etc.

Comments: New Heatran? Not exactly, more like a slower physical-defense based pokemon that can hit hard with Fire blast and still withstand hits from both sides of the spectrum. ...which is kind of like Heatran. Just slower.

Comments: This Pokemon would be epic. STAB Surf coming off a base 133 Sp Atk stat would own everything bar Blissey. And it would also be able to outspeed Heatran.

Comments: Psychic would be a strange addition to the typing, and it would make it 4x weak to Dark moves like Pursuit. However, when you look at this Banette evolution's stats, you would see that is has Salamence-type attacking stats (just less Attack).

Comments: This would be one of the best defensive pokemon, being able to resist Surf, Thunderbolt, Ice Beam AND Flamethrower. Epic, huh? And all this would be backed up by a massive base 135 HP, very high base 110 Sp Def, and a decent base 85 Sp Atk to hit back those attackers.

Comments: Yeah, more Heatran typing, but Fire/Steel is awesome. Steel would nullify a Stealth Rock weakness, allowing it to be a great Rapid Spinner and usable to set up entry hazards. It could take hits from both Physical and Special sides (just watching out for the occasional Earthquake/Earth Power...) and hit back hard.

Comments: This thing would be REALLY HARD TO KILL, now that its base 20 HP has been turned into base 50. The only way to kill it would be a STAB Fire Blast, especially from the likes of Heatran. Although it does lack ways to defend itself, its not setup fodder as it can Encore moves like Calm Mind and Swords Dance and force opponents out.

Heres a general idea:

HP - Base 100 is good for a defensive pokemon. 110+ is even better.
Atk - Base 110 is great
Def - Base 100 is nice
SpAtk - Base 110 is great
SpDef - Base 100 is nice
Speed - Now this is complicated. It depends on what type of pokemon it is. If it is a DEFENSIVE Pokemon, then it doesn't exactly matter. However, if it is an OFFENSIVE Pokemon base 100 to base 120 is around the OU average. 78 can JUST outspeed Heatran and is thus a big number. 108 like Infernape is also very useful to outspeed the multitude of base 100s including Salamence and Jirachi.

Typing - Steel is the best defensive type. The best offensive typing is either Dragon, Ground or Fire (Fire because of that big multitude of Steel type OUs)
