I think that any pkmn can be the strongest, it just depends on the level that you trade them away at (since you will get a pkmn the same level as the one sent over).

But if they were all the same level and nobody cares about the types...

It would probably be the Haunter traded in Snowpoint City.

Giratina is found wild in either Turnback Cave (Diamond/Pearl) or Ruined World (or whatever its called, in Platinum).
A Dusk Ball would be quite effective, as Turnback Cave is a cave, and thus pretty dark.
I believe Giratina's signature move is Shadow Force! (lol that move is awesome!)

I'm pretty sure Deoxys' stone fell and was regenerated, then Rayquaza came along... but I don't think it chased and raced Deoxys. Rather, it battled it (lots of Hyper Beam).

EDIT: Rayquaza did follow the Deoxys and its clone or whatever... but that isn't when Deoxys entered the Earth, and I'm don't think "follow" means "chase".
